Defendant
A and B shall be punished by imprisonment with prison labor for one and half years, and by imprisonment with prison labor for three years.
However, from the date this judgment becomes final and conclusive.

1. Joint crimes committed by Defendant A and B;
A. On January 20, 2004, a person who intends to operate a trucking transport business from the government around January 20, 2004 to the registration system by converting the trucking transport business from the registration system to the permission system shall obtain permission from the Minister of Land, Infrastructure and Transport (the change of name to the Minister of Construction and Transportation on March 23, 2013), and a person who intends to operate the transport business must obtain permission to change the permitted matters.
As a result, matters requiring permission and permission for change involving increase in the number of trucks by type of business shall be subject to the supply standards publicly notified by the Minister of Construction and Transportation, the number of trucks, capital or appraised value of assets (Article 3(5) of the Trucking Transport Business Act (hereinafter “Act”). The authority to grant permission and permission for change was re-entrusted to the Mayor/Do Governor, and re-entrusted to the head of the Si/Gun/Gu (Article 63(1)2 of the Act, Article 14 subparag. 1 and 2 of the Enforcement Decree of the Act). The amendment of the Act in 2004 prohibits increase in the number of ordinary-use cargo vehicles, and the total quantity of special-purpose cargo vehicles (road cleaning vehicles, cleaning vehicles for the purpose of transporting garbage, accommodation vehicles, fire-fighting vehicles, vehicles for transportation of motor vehicles, fire-fighting vehicles, and cash vehicles) was subject to strict examination of business plans, meeting minutes of the board of directors' meeting, construction contracts, notice of change in the registration certificate and other documents under the Act.
In this regard, it is necessary to limit the increase of cargo vehicles for general use, thereby making the number plate of cargo vehicles for general use.
