All of the plaintiffs' claims are dismissed.
The costs of lawsuit shall be borne by the plaintiffs.
Reasons
1. On April 23, 2019, the Defendant publicly announced the supply of sites for commercial facilities in E district and neighborhood living facilities (hereinafter “instant public announcement”). Of the content of the instant public announcement, the part related to the instant case is as follows; and the part related to the instant case in the land use plan, detailed location map, and district unit planning, which are attached to the said public announcement, are as indicated in the relevant drawing.
5. Payment of bid bonds, return of bid bonds, and accounts for payment of bid bonds reverted thereto: Individual grant at the time of receipt of the application (as stated in the receipt);
(c) The bid bond shall be at least 5% of the bid price (not the estimated supply price) and the bid price shall not exceed 20 times the bid price.
Any offer in excess of this is null and void.
Reversion of Bid Deposits
A. If the successful bidder does not conclude the contract within the contract period, the successful bid will be invalidated and the bid bond will belong to our construction.
7. Two-year interest payment method for the payment of down payment conditions, such as payment method, interest on installment payments, advance payment discount, and delay damages (in case of concluding a contract, 3.5%) 10% of the supply price (in case of concluding a contract, 90% of the supply price) (in case of each contract, four equal installments per six months after concluding a contract);
(a) Methods for paying prices;
(b) Additional interest: interest on the unpaid remaining amount for each payment agreement day (3.5% per annum) shall be added, and where the price of the land is paid in advance than the fixed date, interest on the amount equivalent to the number of days of advance payment shall not be added.
(No discount on advance payment for principal). An interest shall accrue after the earlier of the date of permission for use and settlement of the area, and where an interest is paid in advance (pre-payment) for the period during which the interest is paid, the interest shall be reduced or exempted, but the effect of an advance payment discount shall not occur.
11. Other matters with regard to attention (the time prior to the filing of an application shall be prior to the date of the application).
(a) 1) Before filing an application and a contract, the buyer (the applicant) shall give notice of the supply, the details of the application for purchase, the current status of the land (the form, cultural heritage, and the applicant);
