Reasons
1. Basic facts
A. 1) The Plaintiffs filed a lawsuit seeking revocation of the revocation of the registration of the change of the sports facility business by the Plaintiffs. The Plaintiffs are members of the golf club with the trade name of “J” located in “SJ” and the size of 18 holess. 2) The Plaintiffs drafted, from July 2014 to August 2014, respectively, a power of attorney with the following contents to the J members’ rights and interests council (hereinafter “instant rights and interests council”) in order to guarantee the membership of the said golf club from around July 2014 to August 200

J Members’ Rights and Interests Council 3) The instant Association appointed Defendant G attorney-at-law in the name of 323 golf course members, including the Plaintiffs, who submitted the power of attorney as above, and filed a lawsuit against the Governor of Jeollabuk-do to revoke the registration of sports facility business (hereinafter “first instance court”) on July 9, 2014, under the former Jeju District Court Decision 2014Guhap2031, 2014Guhap2314 (Joint).
(2) On February 18, 2014, the Governor of Jeollabuk-do filed an application with the Governor of Jeollabuk-do for the registration of change of the sports facility business with respect to the part of the Vaea course among the 36 holess operated by the P Co., Ltd. (hereinafter “P”) from P Co., Ltd. (hereinafter “P”), by means of a private contract, to purchase a total of 36 holess (18 holess of the Vama populars, and 18 holess of the Bamas). On March 13, 2018, the Governor of Jeollabuk-do has obtained the approval for use of part of the site and the facilities on the ground, and on March 14, 2014, on March 18, 2014, the Governor of Jeollabuk-do filed an application for change of the sports facility business with respect to the 18 holess of the above golf course from P to R.
