The slaughter and treatment of livestock, collection of livestock, and processing, packing, and storage of livestock products shall be conducted at a place of work permitted.

Nevertheless, around 14:00 on September 2, 2016, the Defendant, at the Busan Northern-gu Livestock Market, equipped with slaughter facilities, such as scambling, cooling, cooling, chickens, and horses, operated by the Defendant, and sold an unspecified number of customers without permission (15 mama per day).

Accordingly, the Defendant slaughtered and treated livestock at a place other than the permitted place of work.
