1. Details of the disposition;

A. The Plaintiff is a public official who served in the Gangwon-do Forest Development Institute affiliated with the Gangwon-do Office from April 7, 2006 to June 17, 2015.

B. A case in which a female employee belonging to the Forestry Development Institute was exempted from taking care of water. In this regard, after the self-audit of the Plaintiff was completed, the Gangwon-do Deliberation Council on Audit Practice requested the Defendant to take a disciplinary measure on July 16, 2015, and the Plaintiff requested the deliberation of the said Council, but the reexamination was dismissed on September 25, 2015.

C. On October 2, 2015, the Defendant requested the Gangwon-do Personnel Committee to take a heavy disciplinary measure on the grounds that the Plaintiff violated Articles 48 (Duty of Fidelity), 50 (Prohibition of Deserting from Office), and 55 (Duty to Maintain Dignity) of the Local Public Officials Act on October 2, 2015 for the following reasons.
