Punishment of the crime

On May 6, 2008, a civil society organization with 1,500 U.S. beef co-operation, etc. (hereinafter referred to as the "Countermeasures") organized a "National Countermeasure Committee against the full import of U.S. beef risks" (hereinafter referred to as the "Countermeasures Committee") for the purpose of organizing a strike against the import of U.S. beef, asserting that "the phased import expansion agreement of U.S. beef entered into with the Government of the Republic of Korea on April 18, 2008 is a duplicative negotiation, as well as a result of undermining the citizens' health rights."

Since May 2, 2008, the countermeasures conference led to the candlelightlight assembly, which was held in Seoul Cheongyang, etc. from May 2, 2008 to May 6, 2008, held a candlelight assembly, which is an outdoor assembly at night from the candlelight square. From May 24, 2008, the countermeasures conference tried to enter into the Cheongdae River, etc. in the city of the city of the following day after the candlelight assembly and the following day after the candlelight assembly.
