The defendant is the chief of the branch of the Korean Freedom Association B Sub-chapter, an incorporated association.

No full-time officer or employee of an organization (including a City/Do organization and a Gu/Si/Gun organization) which receives contributions or subsidies from the State or local governments (referring to the Saemaul Movement Council, Saemaul Movement Council, or the Korean Freedom Federation) as a national movement organization established under a special Act, nor the representative of such organization, etc. (including a City/Do organization and Gu/Si/Gun organization) shall conduct an election campaign.
