1. The basic facts

The defendant is an affiliated organization of the National Exemplary Drivers Association established for the purpose of supporting traffic police and promoting public relations activities for the prevention of traffic accidents and the promotion of safety, and according to the articles of association and election management regulations of the above incorporated association (hereinafter referred to as the "articles of association or election management regulations").
