1. All of the plaintiffs' claims are dismissed.

Reasons

1. Details of the disposition;

A. On November 5, 2007, the Defendant: (a) planned and promoted the improvement of the residential environment, expansion of infrastructure, and recovery of urban functions in underdeveloped areas in a wide area; and (b) designated and publicly announced the area of 805,789 square meters in Goyang-si as an urban renewal acceleration district pursuant to Article 5(1) of the Special Act on the Promotion of Urban Renewal (hereinafter “Urban Renewal Act”) in order to promote the balanced development of new and old cities.

B. On July 29, 2010, the Defendant publicly announced the alteration of the A urban renewal acceleration district and the determination of the urban renewal acceleration plan concerning the alteration of the designation and the determination thereof (hereinafter “instant disposition”) on the ground that the aforementioned designation and public announcement were made on the grounds of the improvement of urban planning facilities, including the improvement of urban planning facilities, and the inclusion and exclusion of some parcels, such as the extension of the connected roads between regions, into the area from 805,789 square meters to 843,817 square meters.
