1. Details of the disposition;

A. From April 21, 2014, the Plaintiff was employed as a public official with a general term-based (local medical officer) in Suwon-si, and served as a management doctor belonging to Suwon-si public health clinic B (hereinafter “instant public health clinic”). On November 12:30, 2017, there was a serious number of copies after completing medical treatment at the instant public health clinic’s clinic. As a result, the Plaintiff was diagnosed as “dypical blood transfusion and middle cerebral ties” (hereinafter “the instant disease”).

B. On December 7, 2017, the Plaintiff filed an application with the Defendant for approval of medical care for official duties. However, on January 10, 2018, the Defendant rendered a decision not to approve the Plaintiff’s application for approval of medical care for official duties (hereinafter “instant disposition”) based on the public official pension benefit council’s opinion stating, “The instant injury and disease appears to have been caused and deteriorated due to natural progress, such as high blood pressure and cerebrovascular diseases, which occurred regardless of the Plaintiff’s official duties.”

C. After that, the Plaintiff filed a request for review with the Public Official Pension Benefit Review Committee against the instant disposition, but the request for review was dismissed on June 21, 2018.

2. Whether the instant disposition is lawful

A. Although the Plaintiff’s summary of the Plaintiff’s assertion had a high blood pressure from the outbreak of the instant injury, it had been properly managed by the Plaintiff, but it is difficult to recognize the direct relationship between the high blood pressure and the instant injury.

However, while working in the instant public health clinic, the Plaintiff suffered from excessive work and stress accordingly, and as a result, the high blood pressure, which is the low-income disease, rapidly aggravated above the natural progress.
