1. The defendant shall be punished by imprisonment for a period of three and a half years;

(c) No person who violates the Automobile Management Act shall forge, alter, or unlawfully use a motor vehicle registration certificate or registration number plate, or sell, sell, intermediate for sale, or deliver or receive forged or altered motor vehicle registration certificate
