1. The plaintiff's claim is dismissed.
2. The costs of lawsuit shall be borne by the Plaintiff.
Reasons
1. Details of the disposition;
A. On February 25, 2015, the Plaintiff registered an Internet computer game facility providing business with the trade name as “C,” and operated a juvenile game providing business (hereinafter “ juvenile game providing business”) with the business size of 421.92 square meters, which is located in Seo-gu Incheon, Seo-gu, Incheon.
B. On June 12, 2015, the Defendant: (a) issued a request for supplement following an application for change of the area; and (b) issued a corrective order to the Plaintiff on August 6, 2015, ordering the Plaintiff to implement a change of the use of the place of business to a sales facility or to reduce the area of the place of business in Class II neighborhood living facilities, including the area for common use; and (c) issued a corrective order from August 7, 2015 to August 28, 2015, for the Plaintiff to implement a change of the area of the place of business; (d) on September 15, 2015, the Plaintiff failed to implement the order; and (e) issued a disposition of suspension of business against the instant establishment for the reason that the change of the area of the place of business was not performed on September 15, 2015 (hereinafter “business suspension order”).
C. On September 23, 2015, the Defendant rendered a disposition revoking the registration of the Plaintiff’s business providing Internet computer game facilities (hereinafter “instant disposition”) on the ground that the Plaintiff conducted business during the period of business suspension at the instant business establishment (hereinafter “instant disposition”).

2. Whether the disposition is lawful;
A. The defendant's prior disposition of business suspension against the non-existence of the plaintiff's ground for disposition 1 is illegal, and even if not, the plaintiff could use the computer without receiving compensation from the customers who found the business in the process of inspecting the server of the business in this case during the period of business suspension.
