1. The plaintiff's claim is dismissed.

1. Basic facts

A. The defendant is the council of occupants' representatives consisting of the representatives of the occupants of the apartment complex 131 Gi-si, Gi-si, the 131st place of Guri-si (hereinafter "the apartment complex in this case").

B. On May 4, 2017, the Defendant announced a public announcement to select a housing management operator of the instant apartment.

The public announcement of tender was indicated as the qualification examination system, and there was a detailed evaluation table of the qualification examination system for housing management operators and business operators under attached Table 4 of the Guidelines for the Selection of Housing Management Operators (Notice No. 2016-943, Dec. 30, 2016; hereinafter “Guidelines for the Selection of Housing Management Operators”) (hereinafter “instant evaluation table”).

The main contents of attached Table 4 of the selection guidelines for housing management operators and the evaluation table of this case are as follows:

4. The full scale of each engineer or equipment shall be the perfect scale, if all matters presented at the time of announcement of tender are secured according to the characteristics of the complex;

(b) An engineer shall be recognized as having served for the relevant engineer for the last one year or more as of the date of the public announcement of tender, and a copy of the qualification certificate and the evidential documents evidencing that the engineer has joined the four-year insurance (one of the employment insurance, national health insurance, national pension, and industrial accident compensation insurance);
