(3) On August 17, 2015, the Defendant entered into a goods supply contract in the form of unit price contract for a third party (hereinafter “instant contract”) pursuant to Article 7(1) of the Act on Contracts to Which the State is a Party, Article 26(1)3(f) of the Enforcement Decree of the Procurement Act, Article 5(1) of the Procurement Act, and Article 7(1) of the Enforcement Decree of the Procurement Act for a third party pursuant to Article 7(1) of the Enforcement Decree of the Procurement Act.

B. The criminal punishment against the Plaintiff-related party and the actual operation of H from February 4, 2010 to August 31, 2013 are the supply of the instant first product.
