1. All of the plaintiff's claims are dismissed.

2. The costs of lawsuit shall be borne by the Plaintiff.

1. Details of the disposition;

A. On April 8, 1994, the Ulsan-gu Seoul Metropolitan Government 2,546.1 square meters (hereinafter “the instant site”) was determined and publicly announced as a parking lot D, which was publicly announced in Ulsan-si, Ulsan-si, and the Plaintiff filed a project plan to construct a self-owned share parking lot (exclusive parking lot) with the number of 9 stories and 644 stories on the instant site on October 21, 2000, and filed an application with the Defendant for designation of the Ulsan-gu Urban Planning Facility (parking, B; hereinafter “instant project”), which is to be constructed on the instant site, as the implementer of the Ulsan-gu Urban Planning Facility Project (hereinafter “instant parking lot”).

B. On December 21, 200, the Defendant: (a) designated the Plaintiff as the instant project implementer; (b) determined the filing date of the application for authorization of the implementation plan for the instant project within six months from the date of the project implementer’s announcement; and (c) announced the Plaintiff on December 28, 2000 to the instant project implementer; and (d) stated the following in the notice of designation of the project implementer under the title “6.”

The following contents are referred to as "the condition of this case," and 2.B is referred to as "the scale of this case's parking."

(c) Foods;

1. Purchase of land before applying for authorization of the instant project implementation plan;

2. It shall comply with the E district unit planning, which was deliberated on May 10, 200 and decided on May 10, 200, and shall be subdivided into annual investment and installation plans by 2011, and shall be promoted after consultation with us pursuant to Article 70(2) of the Enforcement Decree of the Urban Planning Act (the installation plan which is less than the number of parking lots secured at the time of application for the designation of a project implementer is not available).
