1. The plaintiff's claim is dismissed.

1. Details of the disposition;

A. The plaintiff was admitted on August 1, 1962 and was appointed as noncommissioned Officer on January 1, 1965, and was discharged on August 31, 1987.

B. From the beginning of 1983, the Plaintiff applied for registration of persons who rendered distinguished services to the State on the ground that the head from early 1983 in military service performed the salutism operation on the ground that the head left a salut and carried out the salute operation on both sides at the military hospital. However, on June 5, 2001, the Defendant rendered a decision on the eligibility of persons who rendered distinguished services to the State against the Plaintiff.

C. On December 12, 2012, the Plaintiff filed an application for re-registration on the ground that the Plaintiff’s instant wounds are not likely to have proximate causal relation with military duties or education and training, the Plaintiff again determined the amount equivalent to the requirements for persons who rendered distinguished services to the State and persons eligible for veteran’s compensation, and notified the Plaintiff thereof. The Plaintiff filed an objection against the Defendant on March 20, 2014, but the Defendant dismissed it on June 30, 2014, and the Plaintiff filed an administrative appeal but was dismissed on April 14, 2015.

가. 원고의 주장 원고는 군 생활 중 잦은 군기교육을 받으면서 구타로 귀를 잘못 맞아 다치게 되어 약물 치료를 받았고 그 이후 귀에서 물이 생겨나곤 했으며 1980. ~ 1981.경 해양 훈련 참가 중 귀에 물이 들어가 귓병이 발생하여 병원에서 치료를 받게 되었고 1981. 8. 31.부터 수송 중대 선임하사로 근무하면서 하루 종일 걸려오는 전화 벨소리에 정신적, 육체적 피로가 누적되면서 1982. 8.경 머리에 통증이 나고 귀에서 물이 흘러나오는 귓병이 재발하여 국군수도통합병원으로 후송되어 치료를 받는 중 진주종성 중이염 진단을 받았으며 1983. 3...
