A around December 29, 2014, a person operating a game room in the name of "F Gameland" on the second floor of Daegu-gu E, Daegu-gu, and Defendant B is a person who manages customer management, exchange affairs, etc. as the head of the business of the above game room.

No one shall engage in speculative activities, other than those permitted by the Act, using slot machines or speculative gaming machines, and shall provide game products with contents different from those classified by the Game Products Management Committee for distribution or use, or exchange the results of tangible or intangible obtained through the use of game products for business purposes.

Nevertheless, from April 10, 2015 to April 21, 2015, Defendant A installed 40 game machine of “Cbee”, which is a speculative machine with which the impossible points (the minimum points for obtaining each Rod are indicated to be 100 points, but is modified to be indicated below the point) are indicated differently from the contents classified in the said “F Gameland”, and provided that many unspecified customers can use it.
