Defendant

A is an institution that operates the “F” of low-speed fishing vessels (30 tons of ships, 7 persons on board, hereinafter “F”) other than China’s port cargo shipment, and is in charge of the duties of ship engine and oil management, etc. so as to facilitate safe navigation and fishery activities. Defendant B and C are seafarers who engage in fishing operations, such as administering and operating nets on each of the above fishing vessels, and Defendant B and C are auxiliary operators of fishing vessels (30 tons of ships, 7 persons on board board) under the name of vessel shipment (30 tons of ships, 7 persons on board) of the same paragraph, regardless of the necessity of China.

1. Violation of the Act on the Exercise of Sovereign Rights on Foreigners' Fishing, etc. in the Exclusive Economic Zone;

(a) No defendant A, B, or C may conduct fishery activities in a specific prohibited zone established for the protection of fishery resources or coordination of fisheries in the exclusive economic zone of the Republic of Korea;

Nevertheless, at around 23:00 on April 28, 2013, the Defendants: (a) boarded and depart from the sea-going transport line under the same paragraph of the same paragraph of the same paragraph; (b) around May 1, 2013, the Defendants engaged in fishery activities, such as capturing and gathering, from May 10, 2013 to five times in the vicinity of the above sea, the lines consisting of 7-8 fishing vessels of north latitude 37:34 minutes; and (c) the lines consisting of 7-8 fishing vessels on the sea at east 124:59 degrees easteast; and (d) captured, from May 10, 2013, the lines consisting of 90 km and miscellaneous 110 km.

As a result, the defendants conspired to conduct fishery activities in a specific prohibited area within the exclusive economic zone of the Republic of Korea.

B. On May 10, 2013, Defendant D constituted seven fishing vessels, such as the above F, with five crew members, using a fishing vessel on the name tag (hereinafter “name tag”) around May 10, 201, and constituting a group with seven fishing vessels, such as the above F, etc., from the point of 37°34 degrees north latitude and 124°59 degrees east longitude, which are a specific prohibited area in the exclusive economic zone of the Republic of Korea.
