On July 5, 2013, at around 19:25, the Defendant driven B Poter Cargo Vehicles without obtaining a driving license from around 2 km section from the front road of the agricultural and fishery products market located in Ulsan-gu Busan-dong to the front road of the culture and arts center located in the same Dong-dong.
