The Defendant is a person who has engaged in liquefied petroleum gas sales business in an apartment complex located in Seopopopo-si, Seopo-si, Seopo-si, Jeju, in the position of overall control over gas supply business and safety inspections

From March 2011, the Defendant supplied a third apartment with liquefied petroleum gas to Jeju Seopopo City.

The Defendant’s supply of liquefied petroleum gas to the above apartment complex was a method to convert gas in liquid form into gaseous state by heating water contained in a burner, and supply it to each household. The gas blocking valve installed in the above apartment complex was a general valve that could not block high-pressure gas in liquid state. As such, the Defendant, who is engaged in gas supply business, had a duty of care to check whether water is sufficiently contained in burners and prevent the supply of liquid high-pressure gas directly at home.

Nevertheless, on March 2014, when there is a change in the staff in charge of gas supply and inspection of equipment of the above apartment complex, the Defendant failed to provide any education or instruction on the contents and methods of the fire inspection, methods of supplementing water in the fire engine, etc. to newly employed employees, so from that time, the Defendant did not conduct any inspection of fire in the above apartment complex until January 2015.

on January 3, 2015, at around 08:32, rubber strawing, which has the function of blocking liquid petroleum gas in the state of liquefied petroleum gas in the condition that there is no source of gas to emit liquefied petroleum gas in the burner of the above apartment complex, has been modified, and high voltage petroleum gas in liquid form directly in the above apartment complex.
