1. The defendant's appeal is dismissed.

2. The costs of appeal shall be borne by the Defendant.

The defendant's refusal to disclose information against the plaintiff on January 25, 2013 shall be revoked. The decision of the first instance court that rejected the appeal shall be revoked, and the plaintiff's claim shall be dismissed.

The reasoning for the court's explanation on this case is the same as the part of the reasoning of the judgment of the court of first instance, and therefore, it is citing it as it is in accordance with Article 8 (2) of the Administrative Litigation Act and the main sentence of Article 420 of the Civil Procedure Act. Thus, the judgment of the court of first instance is justified as it is consistent with this conclusion, and the defendant's appeal
