Reasons
Punishment of the crime
1. Defendant A, B, and C are operators of H game centers on the first floor of the Seogu-gu G in Daegu, and Defendant B and C are employees of the above game center.
From April 1, 2017 to April 17, 19:35 of the same month, the Defendants installed 40 games of “sea-to-sea-to-sea”-to-sea-to-sea-to-sea-to-sea-to-air games, which were not rated by the said game in the said game site, the Water Management Committee, etc., and let many unspecified customers implement the “sea-to-sea-to-sea-to-sea-to-sea-to-air games,” thereby allowing them to carry out the game using a method of going up with points according to the pre-determined rate, if there is any difference in the same picture or number on the screen, and exchange the scores obtained by them to the end of the game at KRW 4,500 after deducting 10% of commission from the total of KRW 5,00
As a result, the Defendants conspired to engage in speculative acts using speculative gaming machines at the same time, and engaged in speculative acts by using game water, provide customers with game water not classified by the Committee on Water Management, and exchange the tangible and intangible results acquired by customers through the use of game water.
2. Defendant D: (a) knew on March 2017, that the said game was operated by the Committee on Water Management of the said game, by installing a “sea camping machine” game machine, which is a speculative machine that was not rated by the Committee; and (b) even around the end of March, 2017, Defendant D aided and abetted the crime described in paragraphs A, B, and C (1) by lending KRW 5.3 million of the rent and operating fund for the said game hall to A, who will work as an employee in the said game hall, and introducing C to said A and allowing C to work as an employee in the said game hall.
