1. The disposition of demotion rendered by the Defendant to the Plaintiff on July 22, 2014 shall be revoked.

Reasons
1. Details of the disposition;
A. On June 1, 1993, the Plaintiff was appointed as a local public official of C Si and served in the D Environmental Sanitation Division from June 13, 2014.
Grounds for Disciplinary Action
1. On March 4, 2014, the Plaintiff posted an article of Part IV, such as “F,” which was published in the E-Civil Newspapers, on the C-Si administrative evasion system (free bulletin board), in which all public officials of C-si communicate, and promoted internal conflicts to a large number of employees, thereby hindering the decentralization of public service. On March 13, 2014, the Plaintiff posted an article by using excessively exaggerated expressions that are uncompared to the appraisal as “J”, thereby disregarding the conclusion of the overall administrative organization and the order of deceptive scheme.
In addition, it reported the illegality of the death and communication education of its employees to the media and made it an article.
