1. Defendant A and B committed the crime in order to operate a private site in which sports discussions, which are a web site selling voting rights under the National Sports Promotion Act, are fluent and to avoid crackdown around January 2013, and Defendant A and K leased an office in the territory of the Philippines and employed Defendant A and K, etc. as employees, and Defendant B completed the L, which is a true site in which sports discussions were fluenced by leasing a Japanese server as desired by the J, using the sponsor program received from the J, and Defendant A and K conspired in succession to perform the role of charging game money of the above site and exchanging the said site according to the winning plaque upon the request of the J.

Accordingly, around March 12, 2013, the Defendants received KRW 1,00,00 from M to one bank account in the name of J, and paid KRW 1,00,000,00 from M to to one bank account in the name of J, and caused M to conduct hosting by predicting the success and points of the stable games, and as a result of the games, distributed cyber money and exchange it again according to whether or not it is in progress. From January 2, 2013 to April 2013, the Defendants: (a) deposited the above “L” site with each account listed in the separate account list from G, and (b) deposited the same cyber money with members, and (c) deposited it with members, who anticipated the success and points of the games, such as farming districts and stables, and (d) deposited it with the purpose of distributing the results of the games to members, and then, (e) distributed the results of the games to members, who did not engage in such activities for profit-making purposes.
