Defendant shall be punished by a fine of two million won.

If the defendant does not pay the above fine, 100,000 won shall be one day.

Punishment of the crime

1. On April 24, 2015, from around 08:00 to around 24:00, the president of the Korean Democratic Workers’ Union (hereinafter referred to as “the president of the Korean Workers’ Union”) held the Act among the participation of 20,00 members, such as the president and the president of the Korean Workers’ Union in the Seoul Square-ro 2-ro, Jung-gu, Seoul, and reported on an outdoor assembly in which the two-lanes of the progress direction to the Seoul Square-ro, while holding the Act from around 16:00 on April 24, 2015 to 18:00.

As a result, from around 13:30 on April 24, 2015 to around 16:45, in the participation of approximately 8,80 members such as members, the president held a “private-class worker competition” from Seoul square to the society of the class C in Seoul square. At around 16:45 on the same day, approximately 7,000 persons among the participants in the above assembly began to proceed by using the two-way way from Seoul square to the end of the parallel. At around 17:16 on the same day, around 4,00 persons who participated in the assembly, approximately 4,00 persons who participated in the assembly depart from the route of the first report from the end of 2 A to the end of 17:16 on the same day, and approximately 3,000 persons who participated in the assembly including the Defendant, including the Defendant, left the first report route from the end of 1 on the same day.

2. On April 24, 2015, the Defendant: (a) participated in the said Korean Labor Competition Act; and (b) around 3,000 participants from around 17:16 to 18:36 of the same day, and (c) one lane in Jongno-gu Seoul Metropolitan Government, Jongno-gu, Seoul, along with approximately 3,00 participants, occupied an intersection prior to the intersection.

Accordingly, the defendant conspired with approximately 3,00 participants in the assembly and interfered with the traffic of the land.
