(hereinafter referred to as "L") which is a collective energy business entity within the Corporation.

On July 4, 201, I requested K factories to be included in the existing 16 electricity supply areas of L L, and L applied for a change of business for the addition of the electricity supply area to the Ministry of Knowledge Economy on July 29, 201, and rejected the application for a change of business license on December 13, 201, on the ground that it falls short of the criteria for the permit for the addition of the electricity supply area.

After that, around February 2012, L and I demanded that the Committee on Electricity and Economy of the Department of Knowledge Economy “if L will secure a new power generation facility and supply the entire electricity to the site of the K factory, to add the K plant to the electricity supply zone.” L applied for a business license again to the Ministry of Knowledge and Economy around April 23, 2012, and obtained business license from the Ministry of Knowledge and Economy around April 27, 2012, following a review by the Committee on Electricity and Economy.
