Defendant
B is the representative of the “E Institute” on the 3rd floor of the Seoul Southern-gu D Building, and Defendant C is the chief of the said Institute, who is in charge of the administrative affairs and subsidies of the Institute, and Defendant A is the non-standing instructors working at the said Institute, who planned the curriculum eligible for subsidies.
No person shall receive subsidies by false application or by other unlawful means.
Nevertheless, the Defendants conspired to acquire subsidies by forging the number of students who did not participate in the curriculum by forging the number of students who did not participate in the curriculum for the purpose of receiving the national subsidy provided by the National Treasury for the purpose of receiving the National Treasury subsidy provided by the above curriculum, while the Defendants could recruit at least 18 students pursuant to the relevant regulations (Article 16, etc. of the Guidelines for the Operation of Educational Support Projects for the Small and Medium Enterprises) among the “university Start-up Schools,” which are operated by the Small and Medium Business Administration and entrusted by the Small and Medium Business Administration.
From May 1, 2014 to February of the same month, the Defendants conspired to conduct the F process, which is a “type of business” among the “university start-up school” in the above E Private Institutes, and applied for education in their names by using the fact that they can identify the personal information of those who have filed an application for education at the Internet site of the Market Promotion Foundation, which is the airspace and airspace, or forged evidence of the students’ attendance at the meeting by allowing them to participate in the education course as if they were the trainees who filed an application for education, and then submit false application documents, such as a forged attendance book, to the Market Promotion Foundation, which is the airspace and airspace of the victim, to which they belong.
