Reasons

Punishment of the crime

Despite the fact that the Defendant is not a narcotics handler, the Defendant dealt with the Metepha (hereinafter referred to as “philophone”) which is a local mental medicine as follows.

1. On July 15, 2016, from around 19:40 on the same day to around 20:30 on the same day, the Defendant received, without compensation, a one of a disposable injection equipment containing approximately 0.1g of philopon from D in a park near the north-gu Busan Metropolitan City.

4. On May 2017, the Defendant: (a) parked on the roadsides near the K Police Station located in Daegu-gu, Daegu-gu, Daejeon-gu, Police Officer: (b) performed administration by dilution approximately 0.03g of the philopon on a coffee and diling it into a coffee.
