The summary of the facts charged is that the Defendant is the owner of A truck, and around 11:42 on February 18, 2002, the Defendant violated the restriction on operation by carrying a cargo of more than 11.210 tons of a stable weight exceeding 10 tons at the 19.8km point of the Seo-west Highway 19.8km, and operating the said vehicle.
