1. The Defendant violated the National Land Planning and Utilization Act: (a) obtained authorization of an implementation plan for an urban planning facility project for the purpose of building a salt farm in the city of Kimcheon-si from March 2, 2015 to October 25 of the same year; and (b) performed development activities in accordance with the details of authorization for an implementation plan; (c) however, the Defendant installed urban planning facilities in a way that does not comply with the contents of authorization for an implementation plan by cutting a height of 1 to 3 meters from a road owned by Kimcheon-si and a road owned by Kimcheon-si and a road owned by 7,859 square meters in land owned by Kimcheon-si in excess of the boundary of the authorized site; and (d) 61,296 square meters in land owned by Kimcheon-si and a road owned by 3

A person who intends to divert a mountainous district in violation of the Management of Mountainous Districts shall determine its use and obtain permission from the head of the relevant forest agency, etc. according to the classification of the types, areas, etc. of the mountainous district prescribed by Presidential Decree, and

However, in excess of the scope of the mountainous district permitted by the competent authority, the Defendant cut the height of 3 meters from 100 square meters from 7,859 square meters of forest land owned by E, a stock company located in the city, Gyeongcheon-si, Kimcheon-si, in excess of the scope of the mountainous district permitted by the competent authority, and diverted the mountainous district.

3. Any person who intends to build, rebuild, alter, or remove any structure, article or other facilities on a road, or occupy and use any road (including road zones) for any other reason shall obtain permission from the competent authority;

However, in excess of the scope of occupation and use of a road site permitted by the competent administrative agency, the Defendant occupied and used a road by cutting the height of 1 to 2 meters by using a scke on a road of 61,296 square meters located in Si-si, Kimcheon-si, which is located in Si-si, Kimcheon-si, in excess of the scope of occupation and use of a road site.
