Defendant

A is the representative of "E" that implements a new village development project in Ansan-si and eight parcels, and Defendant B is the auditor of the Committee.

1. Violation of the National Land Planning and Utilization Act;

A. From the early January 2016 to the end of September 2016, the Defendants conspired with the competent authority to cut the 3-meter of F. F. 2,114 square meters, G forest 48 square meters, H forest 129 square meters, D forest 3,179 square meters, using poracs, and cut the 1.3 meters of 982 square meters, using poracs, and cutting the 1.3 meters of 982 square meters, which are owned by the J Republic of Korea, using pocs, and embling the 640 square meters of the ditch site using pocs.

B. The Defendants conspired to obtain permission to change development activities from the competent authorities, and changed the form and quality by stopping the length of 37m, width of 4.5m from the above land at the same time, and the width of 25m and 4m from the L land as a cream, without obtaining permission to change development activities from the competent authorities.

2. The Defendants in violation of the Management of Mountainous Districts Act conspired with the competent authority to cut off 3 meters of G forest land from January 1, 2016 to September 2016, by using cream 48m2, H forest land and 129m2, D forest and 3,179m2, without obtaining permission for the diversion of mountainous district from the competent authority.

3. The Defendants in violation of the Farmland Act conspired with the competent authority to cut off one point three meters of farmland by using a boomer with the 2,114 square meters in Ansan-si, within a period from January 1, 2016 to September 2016, within a period from January 2016, and 982 square meters in 1.3 meters of farmland.

4. From January 2016 to September 2016, Defendants conspired to obtain permission for the use of state-owned property from the competent government office, the Defendants filled up 640 square meters of the ditch site, which is the state-owned property of Ansan-si, by using a buck cream, without obtaining permission for the use of state-owned property from the competent government office.
