The defendant is a person who operates a swine breeding facility under the trade name of "C farm" from G in Young-gu, Young-gu.

A person who intends to install and operate a swine breeding facility with a size of at least 500 square meters in a special measures area for the preservation of water quality shall obtain permission from the competent authority, as prescribed by Ordinance of

Nevertheless, on April 28, 2014, the Defendant installed and operated livestock excreta discharge facilities (1473.45 square meters) located in the said area, and did not obtain permission from the competent authority.
