The defendant is a holder of B Lat1.6 car.

No automobile which is not covered by mandatory insurance shall be operated on a road.

Nevertheless, around 01:47 on June 7, 2013, the Defendant operated the said car that was not covered by mandatory insurance on the road at the entrance of the Anyang 8-dong Meart Hospital.
