Punishment of the crime

No one shall make an agreement with unspecified persons to pay the total amount of contributions or an amount in excess thereof in the future without registration, reporting, etc. without obtaining authorization, permission, etc. pursuant to other Acts and subordinate statutes without obtaining any permission, permission, etc.
