Defendant

A is a captain who exercises overall control over the operation and operation of an unauthorized fishing vessel [3 tons of FRP (outboard vessel), eight crew members on board, vessel E (out of China, and hereinafter “instant fishing vessel”)], Defendant B is a major seafarer in charge of the operation of the instant fishing vessel, Defendant C is a person in charge of the operation of the instant fishing vessel, and Defendant C is a major seafarer in charge of the operation of the vessel at the time of operation of the instant fishing vessel.

No foreigner shall conduct fishery activities in a specific prohibited zone designated for the purpose of protecting fishery resources or coordinating fisheries, among exclusive economic zones.

Nevertheless, at around 06:00 on June 16, 2017, the Defendants: (a) loaded four-meters of fishing gear (1 frame x 40 breadth; (b) 1 width x 50 m x 1.2m in length) on the instant fishing vessel in this case under paragraph (1) of the same paragraph of the same Dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-dong-si

On June 19, 2017, at around 21.5 nautical miles in the south-dong, Incheon Cheongjin-gun, the Defendants: (a) completed the operation of their own fishing gear four projected at approximately 21.5 nautical miles in the south-dong, Southern-do (North Korea’s 37.259 minutes; 125.216 east; and (b) the exclusive economic zone of the Republic of Korea’s 53.4 nautical miles; (c) around 11:00 on the same day, at approximately 22 nautical miles in the south-dong, Southern-do (North Korea’s 37.33.824 minutes; 125.927 minutes in east; and (d) completed the operation of such fishing gear at the 54 nautical miles in the vicinity of the Republic of Korea’s exclusive economic zone; and (d) completed the said 30 nautical miles of the Republic of Korea’s 25 7.25 nautical miles in the south of the same month.

As a result, the Defendants conspired to conduct fishery activities in a specific prohibited area in the exclusive economic zone of the Republic of Korea.
