Around August 21, 2018, the Defendant publicly insultingd the victim as “hump,” while the victim B and a large number of unspecified persons accompanying their friendship C and its neighboring areas are able to observe, around 21:20, in front of Dobong-gu Seoul, Dobong-gu Office, 656, due to the problems of interference with the course of the victim B and vehicles.
