A. Around July 15, 2019, the Plaintiff filed a construction report with the Defendant for the construction of six animal and plant-related facilities (the total floor area of 2,078 square meters) on the ground of Chuncheon City C, D, and E (hereinafter “instant application site”).

After receiving the instant report, the Defendant requested on July 22, 2019 to examine whether it conflicts with the relevant Acts and subordinate statutes to the Chuncheon market, etc.

C. In relation to the instant report on October 4, 2019, the Chuncheon Mayor sent reply to the purport that there is no separate plan for water supply and sewage treatment that is likely to cause environmental pollution and residential environment damage, and that it does not comply with the criteria for permission for development activities.

On October 10, 2019, the Defendant rendered non-permission on the instant report.
