1. All of the plaintiffs' claims are dismissed.

2. The costs of lawsuit are assessed against the plaintiffs.

1. Details of the disposition;

A. The Plaintiffs are those who obtained a fishery permit from the Defendant during the period from December 19, 2013 to March 10, 2014, as shown in the separate sheet No. 1.

B. When granting a fishery permit to the Plaintiffs, the Defendant added the same restrictions or conditions as the written purport of the claim (hereinafter “instant subsidiary”) to the Plaintiffs.

2. Whether the instant disposition is lawful

A. The Plaintiff’s assertion has the nature of an independent administrative act as a kind of burden that bears the duty of omission or acceptance in addition to the principal administrative act. For the following reasons, the degree of illegality is significant and apparent and void.

1) Since the new harbor development project, which is premised on the instant father management, has already been completed, the instant father management officer is not effective. Accordingly, the instant father management officer is in violation of the principle of prohibition of unfair decision-making. (2) When granting a fishery permit to nearby macroscopies, Tong-si, Changwon-si, the Defendant did not add the father management officer of the instant case, thereby discriminating against the Plaintiffs and violating the principle of equality without reasonable grounds, as it did not add the father management officer of the instant case.

(b) Attached Form 2 of the relevant statutes;

C. The Republic of Korea announced the plan for the development of the new harbor (the title of the plan to develop the new harbor) on July 20, 1996 by the Ministry of Maritime Affairs and Fisheries No. 1996-31 of the notification of the Ministry of Maritime Affairs and Fisheries (the title of the plan to implement the new harbor development project) on July 20, 1996.2) The Republic of Korea, on October 31, 1997, shall establish and publicly notify the implementation plan for the new harbor development project (the first implementation plan of this case; hereinafter referred to as the "first implementation plan of this case") that constructs a new harbor in the front sea area of Seongdong-do, Seongbuk-do, Busan, in accordance with the notification of the Ministry of Maritime Affairs and Fisheries No. 1997-93 (hereinafter referred to as the "the notification of this case") and the Minister of Maritime Affairs and Fisheries.
