1. On September 15, 2019, the Defendant: (a) on September 19, 2019, the victim D, who is a customer, in the “C” located in Suwon-gu Busan Metropolitan City, paid a fee in the unmanned settlement machine; (b) discovered the Busan Bank C Card (E) posted by the victim, and stolen the gaps of the victim’s surveillance neglect.

2. On September 15, 2019, the Defendant violated the Fraud and the Specialized Credit Financial Business Act: (a) took advantage of a numberless taxi on September 15, 2019; (b) as if there was a legitimate right to use the stolen e-mail card as prescribed in paragraph (1); (c) took account of 12,300 won by deceiving the victim’s taxi engineer, thereby acquiring economic benefits; and (d) using the stolen e-mail card.

On April 28, 2017, the Defendant was sentenced to imprisonment with prison labor for a maximum of two years and six months and a short of two years on September 26, 2017 by Busan District Court for a violation of the Act on the Protection of Children and Juveniles against Sexual Abuse, etc., and became a person subject to registration of personal information finally and conclusively decided on September 26, 2017.

On September 2019, the Defendant failed to submit the changed personal information to the head of the police office having jurisdiction over the domicile within 20 days without justifiable grounds, despite having moved his residence under the F building G in Busan, Suwon-gu, Busan H building I from Sep. 2019.

B. Although the Defendant terminated the “J” of the mobile phone number registered around December 2019, the Defendant failed to submit the changed personal information to the head of a police office having jurisdiction over his/her domicile within 20 days without justifiable grounds.

2. A person subject to registration of missing personal information shall be present at the police station having jurisdiction over his/her domicile by December 31 of each year and shall be the head of the police station in his/her own name and address.
