1. The plaintiff's claim is dismissed.

1. Basic facts

A. On March 22, 2011, A, including a proposal to formulate an urban management plan and a decision on an urban management plan of the annexed market, etc., A, shall be 70 square meters out of 2,870.7 square meters in Seocheon-gu, Seocheon-gu, Seocheon-gu, Seocheon-gu, Seoul, and 501 square meters in total, among 647 square meters in Seocheon-gu, Seocheon-gu, Seocheon-gu, Seoul (hereinafter referred to as “each of the instant lands”).

(2) On each of the instant land, the annexed Si newly constructed a road (E) with a size of 145.4 square meters, a road (E) with a size of 32 square meters, and a plaza (F) with a size of 429.4 square meters on each of the instant land as follows, and made a public announcement on the designation of the project implementer of urban planning facilities and the authorization on the alteration of the implementation plan (hereinafter “instant road and plaza”) with the content that gratuitously reverted the said road and plaza (hereinafter “instant road and plaza”).

(2) A project implementer may implement a project to install the instant road and plaza determined by the instant urban management plan (hereinafter referred to as “instant urban planning facility project”). A project implementer: (a) the authorization date of the implementation plan or the scheduled completion date of the project: from March 31, 2012 to March 31, 2012: From May 31, 2012 to May 31, 2012; and (b) a new road is located with a separate facility name located in the area of a facility for the ownership and transfer of public facilities, etc. under Article 99 of the National Land Planning and Utilization Act; and (c) a new site lot number for the land of this case, which shall be gratuitously reverted to April 4, 145, 1429; and (d) a right holder’s right relation, other than a land owner’s ownership, 1B 2; (d) a multi-mortgage 4-family mutual savings bank, Dong-dong Mutual Savings Bank Co., Ltd. 4, 870.
