Reasons
1. Basic facts
A. F owned G forest land 659 square meters in Gwangju-si, Gyeonggi-do, but was divided into H on January 14, 201 into 317 square meters and 352 square meters in total into H, and D.
B. On March 24, 2011, in filing an application with the Mayor of Gwangju-do for a building permit including permission for development in order to construct a building on H forest 317 square meters (hereinafter “instant building site”), with the Mayor of Gwangju-si, Gwangju-si, Gwangju-do, and submitted a letter of promise of delinquency in payment to the effect that “The instant road site was divided into 90 square meters of 352 square meters of forest Do, Gwangju-si, incorporated into an urban planning road (hereinafter “instant building site”), among 352 square meters of forest Do-si, Gwangju-si, Gwangju-si, Gwangju-si, Gwangju-si, and that “the instant road site was divided into 90 square meters of forest e.g., Gyeonggi-do, Gwangju
