1. The plaintiff's claim is dismissed.
2. The costs of lawsuit shall be borne by the Plaintiff.
Reasons
1. Details of the disposition;
A. The Plaintiff was appointed as a policeman on August 29, 1992, and was promoted to the Inspector on June 1, 2014. From August 14, 2015, the Plaintiff served in B police station’s livelihood safety and patrol team.
1. The Plaintiff: (a) borrowed KRW 71,00 to the related person D (at that time, 41,00 won from the leased person D (at that time) of the gas station operated by the Plaintiff; and (b) abandoned the Plaintiff’s duties as a police officer on December 16 to 17, 2015, on the following side of the Jincheon Police Station, with E (at that time, 43 years of age) and brined D with a thickness; (c) on the ground that the Plaintiff was aware of the suspicion of larceny of the oil pipeline; (d) but did not arrest or report the fact that D was suspected of larceny of the oil pipeline; and (e) on the ground that D was arrested or reported, the Plaintiff abandoned the Plaintiff’s duties as a police officer.
2. Violation of prohibition against profit-making (hereinafter “Disciplinary Reason 2.1”) and non-registered bond business (hereinafter “Disciplinary Reason 2.2”) ① From around August 2012, the Ministry of Health and Welfare has established the Plaintiff’s wife H (the age of 42 at that time) as the managing director in charge of the management and administration of gas stations when acquiring and operating gas stations C from voice-gun G from around August 2012. From around March 2012, the Ministry of Health and Welfare visited the gas stations three to four times every month to April 2014 to verify the current status of operation, etc. 30 million won with profits for the operation of gas stations from December 2, 2012 to April 2014 (hereinafter “Disciplinary Reason 2.0,000 won”) and the prohibited profit-making activities under the State Public Officials Act by continuously acquiring property benefits from the gas stations under the name of 30 billion won and returned the money to the new account of 400,000 won from November 115, 2014.
