A. The plaintiff (B) entered the Gun on November 22, 2004 and was discharged from military service on December 21, 2005 (or sick and wounded).

On April 12, 2013, the Plaintiff filed an application for re-registration as a national person with merit and recognized as a person eligible for veteran's compensation. However, on January 15, 2014 as a result of the physical examination, the Plaintiff was determined below the grade criteria, and applied for re-verification on March 9, 2016, but was determined below the grade criteria on June 13, 2016.

On June 28, 2018, the Plaintiff filed an application for a re-verification physical examination with the Defendant. On January 29, 2019, the Plaintiff was notified by the Defendant of the decision that he/she was non-qualified as a person eligible for veteran's compensation (the Presidential Decree of the Disaster Injury) because he/she failed to meet the criteria for the degree of injury (class
