The facts charged were revised to the extent that it does not infringe on the defendant's substantial right of defense.

On January 27, 2016, the Defendant was sentenced to two years of imprisonment for a violation of the Chemicals Control Act, etc. at the Sungwon District Court's Sungnam Branch's branch on October 1, 2017, and completed the execution of the sentence on October 1, 2017, and on May 16, 2018, the above court was sentenced to six months of imprisonment for a violation of the Chemicals Control Act at the Seoul Eastern District Court's Branch's Seoul East District Court's imprisonment on September 27, 2018 and completed the execution of the sentence on July 4, 2018. Nevertheless, on April 30, 2019, from around 12:50 to May 13:40, 2019, the Defendant carried two copies of the scam frame, such as spreading the scam frame containing lueneN, which is a hallucinogenic substance, in the guest room of the Sungnam-gu Babel, Sungnam-gu, Sungnam-gu, Sungnam-gu.

Accordingly, the defendant possessed hallucinogenic substances for the purpose of inhaleing them.

[2019 Highest 2471] No person shall take in or inhale hallucinogenic substances, or possess them for this purpose.

Nevertheless, around 06:00 on October 4, 2019, the Defendant: (a) distributed two scam frames containing luthn, which was a hallucinogenic substance purchased in advance in Sungnam-si CMoel D, Sungnam-si; (b) inhaled hallucinogenic substances by a method of scambling them into and into a vinyl.
