Defendant shall be punished by a fine of KRW 500,000.

Where the defendant fails to pay the above fine, one hundred thousand won shall be one day.

Punishment of the crime

Any person who intends to convert a mountainous district shall obtain permission from the competent authority according to the classification of the types, areas, etc. of the mountainous district.

Nevertheless, on September 2018, the Defendant converted the use of mountainous districts into mountainous districts by installing access roads using construction equipment and piling up soil and rocks within 39 square meters from among forest land B in Gangwon-gu, Gangwon-do, a preserved mountainous district, without obtaining permission from the competent authority.
