Defendant shall be punished by a fine of KRW 5,000,000.

When the defendant does not pay the above fine, 100,000 won.

Punishment of the crime

No person who has not obtained recognition of his/her qualification as a massage operator shall establish a massage place.

Nevertheless, around April 9, 2019, the Defendant established a massage place with the trade name “C” in Busan Dong-gu, Busan, and thereafter, up to August 4, 2019, up to 01:00, the Defendant operated the massage place by means of forceing telegraph, bridge, etc. against customers who visited the place by employing women of Thailand’s nationality who entered the Republic of Korea as short-term tourism expenses on his/her hand from August 4, 2019. In return, the Defendant operated the massage place business by collecting 35,000 won per hour.

As a result, the Defendant established a massage place without obtaining recognition of qualification as a massage.

If a foreigner of "2019 High-Governing 1470" intends to find a job in the Republic of Korea, he/she shall obtain the status of sojourn eligible for employment activities, as prescribed by Presidential Decree, and no person shall employ any foreigner who has no such status of sojourn.

Nevertheless, from June 5, 2019 to August 4, 2019, the Defendant illegally employed two (2) Thailand, as listed in the attached list of crimes (1), in which the Defendant provided to women D (D and E) who are born with a will to drink against an unspecified number of customers, and in return, paid monthly salary of KRW 1,500,000 and KRW 4,000 per marina service.

If a foreigner of "20 Highest 117" intends to be employed in the Republic of Korea, he/she shall obtain the status of stay eligible for employment activities, as prescribed by Presidential Decree, and no person shall employ any foreigner who has no such status of stay.

Nevertheless, the Defendant had the mind to employ a female who is an solar origin as a marina in the place of the Taegu-gu Busan Metropolitan City, B and C, which is in fact operated by himself, as a marina branch, and is eligible for visa exemption (B-1) in the Republic of Korea.
