1. The defendant shall be punished by a fine of 500,000 won;

피고인은 2013. 10. 10. 10:30경 B 그랜저 승용차를 운전하여 논산시 연무읍 마전리에 있는 마전교차로 앞 도로를 논산 쪽에서 익산 쪽으로 진행하던 중 C 23톤 화물차량을 운전하는 피해자 D가 깜빡이를 켜지 않고 자신의 차로로 끼어들었다는 이유로 피해자의 차량을 가로막고 시비를 하다가, 피해자의 신고를 받고 출동한 논산경찰서 E지구대 경위 F 외 1명의 경찰관과 위 장소를 통행하는 불특정 다수의 사람들이 다 듣는 상태에서 피해자에게 “개새끼, 이 새끼야 처벌해라.”라는 등의 말을 하여 피해자를 공연히 모욕하였다.
