1. Details of the disposition;

A. On February 11, 2014, the Plaintiff was established for the purpose of establishing and operating a medical institution and obtained permission to establish a medical institution from the Defendant on March 3, 2014, and was established and operated by the “Cvalescent Hospital” (hereinafter “instant hospital”), which is a medical institution that established the Plaintiff from Pyeongtaek-si B to Pyeongtaek-si (hereinafter “instant hospital”).

B. On November 9, 2018, the Gyeonggi-do Local Police Agency established the Plaintiff under the name of E and operated the instant hospital under the same business contract with E, and concluded a contract with the suspect F and the suspect G to operate the instant hospital and the said suspect cannot establish a medical institution, despite the fact that the said suspect was unable to establish the instant hospital, established and operated the instant hospital from February 2014 to June 2018, and received insurance benefits of KRW 12,319,545,280 from March 2014 to June 2018 from the National Health Insurance Corporation (hereinafter “instant notification”).

C. On December 18, 2018, the Defendant notified the Plaintiff of the postponement of payment of medical benefits costs as follows:
