Defendant shall be punished by a fine of KRW 800,000.

When the defendant does not pay the above fine, 100,000 won.

Punishment of the crime

On June 13, 2018, the Defendant worked as a candidate for the D party in the election of the Seoul Metropolitan City Council members of Seoul Metropolitan City Council members, which was implemented on June 13, 2018, and as a member of the 6th and 7th Council from July 2010 to April 12, 2018.

No person shall publish false information about the candidate's career, etc. in favor of a candidate (including a person who intends to become a candidate) by means of a speech, broadcasting, newspaper, communications, magazine, poster, propaganda document, or any other means, with the intention of getting elected or having another person elected, and in particular, in cases where he/she publishes an academic background, he/she shall not indicate any false information other than the regular academic background and the academic background completed in a foreign educational course equivalent thereto,

Around August 2015, the Defendant published the false fact that “the graduation of the management department of the E University” is intended to be elected after obtaining a management bachelor’s degree under the Act on Recognition of Credits, Etc. from the Social Education Center affiliated with the E University, as follows:

1. From February 1, 2016 to April 15, 2018, the Defendant posted a staff member in charge of the Council Secretariat within the Seoul F Council within the B-Gu Council located in Seoul, on the Defendant’s individual website “school management department and career” column of the Defendant’s individual website accessible within the website of the B-Gu Council, so that the Defendant could be seen by many unspecified persons who access the website.

2. From February 2017 to April 17, 2018, the Defendant posted the Defendant’s educational background in the field of water information on the Internet portal site G (hereinafter “G”) from February 2017 to April 17, 2018 to “the department of business management at the E University” and made it possible for the Defendant to view it by a large number of unspecified persons accessing the website.

3. On July 2015, the Defendant issued a “B-Gu Council member pocketbook” published annually by a staff member in charge within the said B-Gu Council.
