Defendants shall be punished by imprisonment for two years.

Punishment of the crime

Defendant A, as the representative of E (a facility size of 996m2, 699m2, a water tank area of 699m2) located in Chungcheongnam-gun, Chungcheongnam-do, is a person who produces and supplies F seedlings. G from around 2012 to around 2013.

B is a representative of I (408 square meters in size of facilities, 397 square meters in size of water tank) located in H on the racing-si, who produces and supplies F seedlings.

Defendants have supplied F seedlings to each local government, etc. at the time of winning the contract by participating in the electronic bid for the project to purchase and release marine seedlings of five local governments (Posi-si, Young-si, Ulsan-gun, Ulsan-gun) in total in the border area in the Gyeongbuk-do.

1. If a person intends to participate in the electronic bid for the business of purchasing seeds and seedlings, he/she shall submit a business registration certificate, a certificate of permission or report related to the production of seeds and seedlings under the law of fisheries, and a certificate of supply of seeds and seedlings to the local government concerned before the opening of the electronic bid, he/she may obtain a certificate of permission or report for the production of seeds and seedlings, which is a production facility capable of producing seeds and seedlings to be supplied, and may directly produce seeds and seedlings from his/her mother or her mother (including the purchase of eggs for the correction of other farms and the removal of seedlings directly from the number of persons who purchased the eggs for the correction of other farms) and file an application for the confirmation of seeds and seedlings with the Gyeongbuk Fisheries Technology Support Center, the person in charge of the Gyeongbuk Fisheries Technology Support Center, after the first and second on-site inspection, shall produce seeds and seedlings.
